Orlanth‘s deeds in the God Tine set the path for many, maybe even most, heroquests known in the Third Age. He is the god of Heroes after all. This is especially true with the Magic Road quests which so often follow a path originally taken by Orlanth and his charioteer Mastakos. Although dangerous and requiring spiritual power to even begin, they nonetheless allow heroquesters to move rapidly in the mundane world along specific routes.
There were those in the EWF who suspected that the dragonewt roads are a codified form of these magic roads and follow a pattern set by the dragons. But since only the dragonewts can access their roads this is merely the speculation of scribes.

Ley lines are straight lines drawn between various historic structures, prehistoric sites and prominent landmarks. As we all know, the dragonewt roads are between the dragonewt cities, which existed in prehistory (and maybe earlier). But they are existing sites. And they allow magical travel for the dragonewts. And most importantly they form the Dragonewt Rune on the map.
