The White Moon movement is a broad and popular religious and social movement within the Lunar Empire.
It holds that it was never the intention of the Red Goddess to create an enduring Empire. The Empire was merely a means to an end, to confront those which violently opposed the Lunar Way to allow the liberation of their people. Since the days of the First Wane, the Empire has become a self-serving entity, its territorial expansion never matching the speed at which the Lunar Way first spread. The White Moon cultists hold that to perfect the Red Moon, the Empire must wither away. Only then will the Lunar Way spread throughout Glorantha and the Moon shine White in the Middle Air.
From a fringe, harmless teaching of the Seven Mothers cult, the White Moon movement has spread across the Heartland in the late Seventh Wane. The Keepers of the White Moon are the guardians of that teaching and the leaders of the movement. The Red Emperor seeks to suppress the White Moon, and its believers have been put under increasing pressure and even used as human sacrifices to the Bat, Hon-eel, and Yara Aranis cults. The City of the White Heart, where the Keepers of the White Moon had gathered, disappeared entirely in 1623.
This has resulted in rebellion and civil strife in the Heartlands. Much of the populace has risen in armed protest against the suppression of the pacifistic White Moon followers. The paradox of pacifists killed in rebellion has paralyzed the movement, but has also decisively divided the Lunar Empire at the moment of its greatest military crisis.
