As an aside, it is worth comparing Sor-eel, the first Lunar Governor of Prax, to Halcyon var Enkorth, the second Lunar Governor.
Sor-eel the Short was a member of one of the most powerful noble familiies in the Heartlands, related to the Red Emperor, and a close ally of Fazzur Wideread and the Lunar Tarsh dynasty (who were blood relatives). A skilled military leader, Sor-eel was educated and broad-minded, and could see the value of his barbarian allies. Sor-eel was recognized even by his foes as being a man of honor, who kept his word. He did keep others to do his dirty work – such as Gimgim the Grim – but they were kept on a short leash. Even his less than honorable activities – such as his involvement in the Great Chart Caper – relied on cleverness and the greed of others rather than murder or force, and on the withholding of information rather than lies.
Halcyon var Enkoth was not from such a family. He was from the Lunar Provinces, a member of a minor provincial family from Tarsh or Holay. His chief asset is his absolutely ruthless ambition, his willingness to lie and betray in order to get ahead. He has been described as “not trustworthy, finds it easy to lie through his teeth, would stab a friend in the back for a decent profit, and steals from the elderly for fun.” Despite that – or perhaps because of it – he has long enjoyed the patronage of Appius Luxius, who considered him a very useful subordinate. “Perfect for the job.”
Halcyon var Enkorth was very good at telling his superiors whatever they wanted to hear, and was perfectly willing to do his own dirty work. He had no qualms about working with Chaos. Gimgim the Grim was left off his leash, and allowed to do whatever he thought necessary. His rule over New Pavis was seen as lawless tyranny even by the City Peacers, and moved many of them towards the Frees.
Although most locals assume that the cradle affair was the cause of Sor-eel’ the Short’s replacement, in truth the Cradle had little to do with why he was replaced (although it was no doubt used as a pretext).
Sor-eel was dismissed for part of the same reason that Fazzur Widread was dismissed. The enemies of the Eel-ariash family were able to get the Red Emperor to clip their wings. Sor-eel, Fazzur, and numerous other allies or clients of Eel-ariash were dismissed, and replaced with the allies and clients of the current ruling cliche in Glamour.
