New Pavis City Council

The city government was instituted by the founders of the city and has been little changed since 1579, when Dorasar died

The government is run by the city council, whose members are appointed by traditional groupings from the temples, and largely representing the merchant class and the ruling families. Their primary interest is in the city economy; they are conservative, trying to maintain price balances for stable profits.

The city council appoints the judges, delegates temporary authority, levies taxes, controls food distribution, keeps peace within the walls, schedules stone house building, organizes celebrations, keeps the streets clear, and maintains standards of sanitation.

The mayor is head of the city council. He is elected every five years from among the council members by all citizens who care to vote. The mayor appoints clerks, and is responsible for overseeing their work, which includes tax records, food payments, and so on.

  • 1580–1584: Olgkarth Arrow-Eye (Zebra Tribe king, Pavis cult rep)
  • 1585–1589: Varthanis Brighthelm (Yelmalio companion, Count of Sun County)
  • 1590–1594: Garzeelan (Issaries Goldentongue priest, merchant ties to Boldhome)
  • 1595–1599: Verlain (son of Dorasar, Orlanth priest)
  • 1600–1604: Indagos the Elder (Pavis cultist & landowner)
  • 1605–1610: Daringle the Warlord (son of Dorasar, Orlanth leader; killed in Lunar conquest)
  • 1610–1612: Direct Lunar military rule (no local presiding head)
  • 1612–1622: Brygga Scissortongue (Garhound family, Ernalda initiate, Cloth/Leatherworkers Guild leader)
  • 1622–1625: No presiding head; direct appointee Jotoran Longsword under Halcyon var Enkorth
  • 1625–?: Brygga Scissortongue (re-appointed by Prince Argrath as civic administrator; keeps informal title and residence)

I find Brygga fascinating. I assume she was born somewhere around 1570, making her part of that second generation of New Pavis. This makes her quite the political survivor, someone who can remember Dorasar as a child, grew up during the city at its height, had to navigate the Lunar Occupation, got exiled to Garhound for a few years, and returned to navigate Argrath.
