As you no doubt know, spreadsheets exist and are part of the unpublished canon:

Is there is a canon answer to where the Elmal, Heler and Engizi cultists are in Sartar, even if it is unpublished? Yes. Heler and Engizi are tiny cults – together I think they have maybe 2500 initiates total in Sartar. Few tribes have more than 75 initiates total.
