So think about how Enlil, Baal, or Odin/Woden were the tribal patron gods of many different tribes/cities at the same time. So for example Enlil was revered as a patron by multiple Sumerian city-states (e.g., Nippur, Uruk) and later by the Akkadians. Same thing with Baal, where different Canaanite city-states and tribes, such as Ugarit, Tyre, and Sidon, revered Baal as a protector of their communities and leaders.
So the real question is whether it is possible to have a tribe structure that was created as a cult structure for a deity without actually having anyone offer sacrifices or worship to that deity? The answer is of course – but such things lack magic and spiritual blessing. If King Blackmoor was tribal king of the Colymar without meeting the spiritual requisites, his authority would be purely mundane. Which can last for a while but not long.
