Will HeroQuest Glorantha contain a full ruleset, and could it be referenced with the Gateway License (Glorantha material exempted) as with the current core book?

HeroQuest Glorantha will contain a full ruleset, and we are thinking how best to allow it to be referenced with the Gateway License without including the Glorantha material.
