Hi all. If I’m in the wrong forum (or even the wrong website) please direct me to the appropriate location.
I’m looking at building a game as an exercise in design and programming (a ‘toy’ game, as it were), and I’m wanting to use the Empires II rules, which seems to have an omission, or I’m missing it.
There’s no rules for forming an Empire during play. There’s rules for an Empire collapsing, there’s rules for conquering States and integrating them, there’s rules for new States breaking away, there’s rules to generate an Empire or State…
But no rules, as far as I can tell, concerning forming an Empire during play, and as the concept I’m developing involves tribes forming States, and then developing Empires, I would kinda… need to know that. Imperial Seats get some hefty bonuses, and I’d need to know where to generate them, or if to do so.

Concerns with building an empire, empires at war, the internal mechanics and politics of states, and buildings for specific settlements. In addition, it covers rules and suggestions for people playing as servants of the State.
3) I don’t have a specific setting in mind, and at the level of work I’m doing, specific settings might not work out so well. Going with “Generic Fantasy”, with the High, Low, Mid, or whatever something to work out during gameplay.

This is best in the RuneQuest section of the forum, but I’m happy to answer it here.

Glorantha, for example, has several empires already in existence. The creation of an empire during game play is going to be a quite extraordinary and long-term event (they’re not built overnight) that its assumed that the empire creation will have happened either before play begins, or be a case of GM fiat while play happens and is abstracted over the course of years or decades.
RQ Empires deals with how empires expand, contract, atrophy, and relate to their client states and opposition. The book isn’t designed as a pen and paper version of either Civilisation or Populous: its meant to augment existing settings, where such powers are already established.
