So it looks like I’m going to have a couple of new characters enter my established Sartar campaign. Any thoughts on how to handle them in terms of experience level? Should I give them bonus creation points to bring them up the level of the other PCs, or does the more flexible nature of the Heroquest system make that less of an issue?

In this way, beginning players can be play side by side with confirmed players without any problem.

If they all have abilities above 15W, you might want to give new players a few extra character creation points to effectively let them “catch up” a little.
Alternatively you can just look at how much the Base Value number has gone up thanks to the number of sessions and raise the “base value” of their abilities by about that much.
